It seems like the package has been dropped:

But I don't have any further information on the why, the maintainer that
did the changes maintains KDE (together with other people) and usually
just drops stuff when it's discontinued by upstream, so that is maybe
something that you could look into a bit further ..


It looks like upstream repo is archived, so that might be it: https://invent.kde.org/pim/knotes

You can still find it's packaging repository here if you want to build
it yourself:
