At work we've been having a problem with a 12 core 3900X that would randomly lock up in a pattern similar to yours. 13 days ago I added rcu_nocbs=0-23 processor.max_cstate=1 kernel parameters and it's been running fine since then. Don't want to say the issue is finally solved until it's been running for a little longer, but it's something you could try, in case your 3950X suffers the same bug.
