While it is certainly possible to downgrade a package manually (see the
Wiki link Ilya provided), Arch doesn't support partial upgrades. So this
may not be a great long-term solution, since it will break the
repository packages which depend on netcdf.

You may be able to get away with merely relinking gasflow, which will
take less time than a full rebuild of all source files.

As for pyscan, it is probably making use of a binary which is itself
linked to the old libnetcdf.so -- you will have to track that down.
