fresh install: netctl and interface renaming

Hi,

I am trying to setup network with netctl on fresh arch install.

Netctl fails to start static profile due to different interface name.
It looks like netctl is trying to start (twice?) before kernel finishes network interface renaming.

What can be wrong?

Here are parts of my journal log from boot:
