Here's a reason: A time zone is for *DISPLAY PURPOSES ONLY*. UTC is
well-defined for machine time (which is a continuum), but local time may
not be continuous -- there are holes and overlaps in a local time
depending on daylight saving time.

Always use UTC unless you have absolutely no other choice.
