These two services are at some point doing the same things. I don't think there are any current plans to implement wpa_supplicant support in systemd-networkd. NetworkManager already outputs plain text ini-style profiles in /etc and has a command-line management tool, so it's not like netctl has no solid existing alternatives today. ConnMan works fine from the command-line too.
