Thanks Franks, this is not a file permission problem though. I've set the
permissions for the index.html, and every folder up to it, wide open and I
still get a permission denied error.

I did the namei command and this was the output:
---------------------------------------------------------------------------
$ namei /home/user/public_html/index.html
f: /home/user/public_html/index.html
  d /
  d home
  d user
  d public_html
  - index.html
---------------------------------------------------------------------------

I'm not sure what this is telling me.

Show namei -m instead.
