Get the error message from apache.

Open a command window, and run "apache -X" in it.
That should either work (in which case your problem
isn't apache at all) or give a meaningful error message.

called "apache", but if not, substitute the right name

There's an executable called ApacheMonitor but the command window says 

it is not a recognised command
