Get the error message from apache.

Open a command window, and run "apache -X" in it.
That should either work (in which case your problem
isn't apache at all) or give a meaningful error message.
Note that if it works you won't see anything in the command
window, but you'll be able to point your browser at
http://127.0.0.1/ .

(I think the executable in the windows package is
called "apache", but if not, substitute the right name
in the above).
