Apache Proxy Balancer lbset value

Hi, 
I have a question about Apache Proxy Balancer.

Is it possible to set lbset value into user's cookie ?


I saw following page,
http://httpd.apache.org/docs/2.2/mod/mod_proxy_balancer.html

and confirmed that I can set following parameters into
cookie.

- Exported Environment Variables
  * BALANCER_SESSION_STICKY
  * BALANCER_SESSION_ROUTE
  * BALANCER_NAME
  * BALANCER_WORKER_NAME
  * BALANCER_WORKER_ROUTE
  * BALANCER_ROUTE_CHANGED


Background:

I'd like to make backend APs to shutdown gracefully.

Now, it is neccesary to inform AP's shutdown from Apache
proxy balancer to the APs. 


My senario:
  1. Using mod_header, set lbset=100 into user's cookie.
  2. backend AP get the value, and if lbset=100, the AP
understand its own shutdown.
