Unable to use .fcgi as ErrorDocument

I have configued mod_fcgid properly as follows:

AddHandler fcgid-script .fcgi

<FilesMatch "\.fcgi$"> # This is not required for /cgi-bin though
 Options +ExecCGI
</FilesMatch>

I have a error404.fcgi bash script in /cgi-bin owned by apache user and group with executable permissions, but this simply doesn't work. Apache says this:

Additionally, a 404 Not Found error was encountered while trying to use an ErrorDocument to handle the request.

But ErrorLog debug reveals that, CACHE filters are being added & removed to /cgi-bin/error404.fcgi

The content of error404.fcgi is this:

#!/bin/bash

echo Content-Type: text/plain
echo
echo "FOO"
