MaxClients is misnamed, probably because clients generally had only one connection each when the directive was introduced. MaxClients is the maximum number of client connections handled by httpd simultaneously. (There can be more TCP connections though -- new connections that haven't yet been noticed by httpd, and terminating connections that no longer require processing by httpd.)
