Status: 500 Can't connect to cgi-spec.golux.com:80 (connect: No route to host)

This is a server side problem. Check the URI.

 

I recommend importing that thing from Web archive (it is down since 2006) and hosting a copy at Apache (since Apache httpd explicitly refers to it).  Alternatively Apache documentation could cease to mention the existence of the document as a separate specification because this specification is private — it is not endorsed by any standards body.  My efforts to contact the domain owner have been fruitless so far.
