Congratulations for at least trying to outsmart Vista. Why is your httpd.conf under Apache/ instead of Apache/conf? Unnecessary confusion? By default, you'll see the httpd service is run-as SYSTEM (LocalSystem) acct, which apparently doesn't have privileges to joeUser until you have logged in interactively.
