Well, to start, a good document to read may be this one : http://www.catb.org/~esr/faqs/smart-questions.html The second part may be the word "humility". The developers of Apache are a pretty relaxed and open-minded lot.Despite the fact that Apache is used on millions of websites worldwide, they are perfectly conscious that it may still contain some bugs, and welcome when someone reports a genuine one or proposes an improvement.
But they generally have limited patience with people who claim to have found a bug, and say that this "has to be rectified or documented properly", when it is obvious from what ditto people write, that their own knowledge is limited, to say the least.
They would be much more likely to pay attention, and try to be helpful, if that person really explained what they are trying to do, with which version of Apache, on which platform, according to which Apache documentation document, using which exact configuration directives, what they expected, which error they get and asked nicely if they misunderstood something, or if this is a problem.
