OK I found the culprit.Who do I report a bug to? It seems including a file with same permissions inside the users/ directory, won't work.
Even if you include it right after the extra/httpd-vhosts.conf file with the very same syntax, it won't work.
There's nothing in the documentation, other than the suggestion to put it into a third place, httpd.conf. THAT, should be left alone, as much as possible due to OS upgrades, etc.
Anybody know how I get their attention? This has to be rectified or documented properly.
