You can have two apache configs, and switch between them. Or you can
just swap out the index.html file. Or you can use startup parameters
that switch on/of certain parts of the config. Or you can build
something in your CMS. The possibilities are endless.
In most cases a restart of the apache server will be needed, but this
should not be an issue (as the users of your site will be affected by
it witching between dynamic and static anyway).
If you want to automate things (like making the switch at particular
types of the day) just use a cron job that reloads apache with a
different config or different startup parameters.
