What do your logs say when people try but fail? Are these people clicking on a link somewhere, typing in your URL manually...?Apache doesn't care (for the most part) what browser someone uses. But perhaps something in the design of this site.

I for one would suggest a better method of eliminating spam. Not everyone is going to read message footers, and comply with them.
