I would be interested if you can make that work. I assume you want to build a relocatable package. Try specifying the LD_LIBRARY_PATH before executing httpd to include the target directories where the APR and APR-util libraries get installed. I tried something similar, but it did not work. For some reason my httpd executable gets a run path (embedded in the executable) with the /usr/lib64 in the middle of the APR and APR-util paths.
