Hi Krist and thanks for the response.  Well in that case I'm not sure what the problem may be.  From the terminal here is what I see

cumulus:/Volumes cumulusadmin$ pwd
/Volumes
cumulus:/Volumes cumulusadmin$ ls -la
total 24
drwxrwxrwt    5 root      admin      170 Aug 29 09:35 .
drwxrwxr-t   41 root      admin     1496 Aug 14 15:28 ..

As you can see the Stock share is readable by everyone.  When I traverse the directory and take a look at all the subfolders and down to the actual image in question they are all 'R' by owner, group, other  yet I still get the you don't have permissions to access on this server.

There is no need to make it RWX. The user apache runs as must be able
to read the folder and its content. So either
- have every folder world readable.
- have every folder readable by the group the apache user belongs to.
