It sounded strange to me to have to post on a user list but I strictly followed the recommendations on bug posting.
Is the documentation out-dated?

It doesn't even mention the dev@ list in this documentation.

Interesting catch, though.  Please pass it on to dev@, or add it as a bug
in the http://issues.apache.org/ tracker for httpd (or both :).
