Mitigating Security Risks - Stay with 2.0.x or Upgrade to 2.2.x?

Are security patches to the three supported versions (1.3, 2.0, 2.2) of Apache offered in parallel such that each version is protected against known security vulnerabilities equally, or are there benefits to upgrading to the latest version outside of bug fixes and other improvements?
