Maybe the 127.0.1.1 thing wasn't a typo. This may be some Ubuntu-specific setup. But it is unclear what address the loop-back interface is living on for your system. You should start by looking in your httpd.conf and other Include'd config files for Listen directives. These directives tell apache exactly what IP addresses and ports it is expected to answer on.
