mod_rewrite decode issue...

Hi everybody,

I am having an issue with mod_rewrite. I have following two entries in .htaccess

RewriteCond %{HTTP_COOKIE} Email=([^;]+) [NC]
RewriteRule ^(.*)$ /search?iEmail=%1 [L,R,QSA]


The issue is that I set the cookie to cookie@xxxxxxxxx The cookie is stored as "cookie%40atest.com" and is not being decoded by the rule. Now when the rule executes the URL becomes

"/search?iEmail=cookie%40atest.com" and is encoded once more before sending it back. So the URL becomes
"/search?iEmail=cookie%2540atest.com"


Does this seem like a bug? I think when the expression is matching the cookie, it should decode it before changing the URL. Any ideas?
