Error 403.

These are the latest configuration statements that I've tried:
<Directory /*/public_html>
  AllowOverride FileInfo AuthConfig Limit
  Options MultiViews Indexes FollowSymLinks +ExecCGI +IncludesNoExec
</Directory>
