What happens if you run IE7 as administrator, right click > "Run as Administrator" does the webpage display then?

Subject: IE7 running on Windows Vista does not display page via https

I have Windows XP Pro running Apache 2.2.4 (Win32)
mod_ssl/2.2.4 OpenSSL/0.9.8d

When accessing the site with IE7 running on Windows Vista,
IE7 says „Internet Explorer cannot display the webpage“.
With any other release of IE (even IE7 on Windows XP) and
Firefox on any Windows there is no problem.

What i have done (without any success)
In IE7:
SSL options of IE7 – on and off
TLS – on and of
Enabling DES encryption for SSL negotiations

In httpd.conf:
Version 1
BrowserMatch "MSIE 4\.0b2;" nokeepalive downgrade-1.0
force-response-1.0

Version 2
BrowserMatch "MSIE 4\.0b2;" nokeepalive downgrade-1.0
force-response-1.0 BrowserMatch ".*MSIE.*" nokeepalive
ssl-unclean-shutdown

Version 3
#BrowserMatch "MSIE 4\.0b2;" nokeepalive downgrade-1.0
force-response-1.0 #BrowserMatch ".*MSIE.*" nokeepalive
ssl-unclean-shutdown

Of course no one (and in combination) of the above worked.

I red a lot of forums and saw this problem described, but i
cannot find any solution. All I understood is that Windows
Vista hardened the security and „corresponds“ with W3C
standards, and this is the cause of the problem!?!?!

Has anyone found a solution?

Thanks in advice,
