Here is my VirtualHost block:

<Directory "/home/shop1/cgi-bin/">
    Options ExecCGI
    SetHandler cgi-script

Everything inside the <Directory> section is redundant because it is
implied by the ScriptAlias:

        ScriptAlias /cgi-bin/ /home/shop1/cgi-bin/

The test-cgi script works fine from the command line. However, I get a
"Forbidden" message, and the log file entry is "client denied by
server configuration: /home/shop1/cgi-bin/test-cgi"

Try adding
Order allow,deny
Allow from all
to the <Directory> section above.
