mod_python is only used to run edgewall trac. but hgwebdir.cgi looks
like http://selenic.com/hg/raw-file/0.9.3/hgwebdir.cgi, i also tried
to directly point to the python exec in the first line.

I see you are running mod_python. Are you sure your app is being run
as a CGI and not through mod_python?

Having never used mod_python, I can't help you configura that.
