Erm - auth, mysql and cookie should be at least three modules.
Putting it all in one breaks modularity, and leads to unwanted
dependencies like needing mysql (a huge overhead if you're not
already using it).

I expect you'd get the same with mod_auth_basic, mod_authn_dbd,
mod_auth_cookie, and mod_authz_dbd.  Or your choice of a wide
range of alternatives in any of those roles.
