Have you done any research on this at all, eg, Google?

Anyway, you can obviously just serve the video files normally with an
appropriate mime-type (see conf/mime.types and look for video/*) and let
the client worry about the buffering etc.

Otherwise, AFAIK, all real video streamers are commercial (ie, cost
money).
