That was it. This is the first system that I have run that uses SELinux,
and I had not thought of this as being a problem. Thank you!

This is a unix filesystems permission problem.  If other files with
seemingly-identical permissions are working, then a likely culprit is
SELinux config.  See:
http://httpd.apache.org/docs/2.2/faq/error.html#error.permissiondenied
