Here is the message from the Apache error log:

[client 161.28.248.51] (13)Permission denied: access to
/phpBB2/docs/INSTALL.html denied

The Directory is defined in httpd.conf as

<Directory "/var/www/html">

Please cut'n'paste the exact error message in the error log. Also,
post
the config snippet for the configuration of your "web directory" (eg,
<Directory> container).
