One possibility is that one of your CGI's is writing a null line to STDERR.  Can you correlate the times in the error log with the times in the access log to work out the culprit?
It might not be your code that is generating the STDERR - I once had a system call that generated a line on stderr even when it worked; fortunately the interface came with a "QUIET" option to suppress all output!

These logs appear harmless because the clients seem "happy", but they
are filling up my error log very quickly.

It does not happen one every request, but just about. This happens with PHP 5.1.6, PHP 5.1.2, and with
a custom CGI compiled from C++.

Prior to 2.2.3 I ran Apache 2.0.52 which did NOT have this problem.

My Setup:
P4 3Ghz HT
1 GB Ram
Windows XP Pro
Apache 2.2.3

any ideas?
