modules??
is it /data/programs/apache2/modules/mod_env.so
?
or
this is
/data/programs/httpd-2.2.2/modules/mod_env.so ?
or you started different httpd daemon
?

obviusly mod_so is staticall
loaded:
# ../bin/httpd -l
Compiled in modules:
core.c
prefork.c
http_core.c
mod_so.c
I'm loading only modules you are reading
enven checkconf
got me same error.
