Are you sure about the directory and path for the
modules??
is it /data/programs/apache2/modules/mod_env.so
?
or
this is
/data/programs/httpd-2.2.2/modules/mod_env.so ?
or you started different httpd daemon
?

I'm
loading only modules you are reading
enven checkconf got me same
error.
