[users@httpd] Starting Apache

Some of you will probably recognize this problem from last week.  We have been having major email problems and I have not been able to send or receive mail most days.  So, I hope this message gets sent.

I am running Apache Version 1.3 on a Unix system.  Things were running fine until storms took out the power over the July 4th week-end and the system needed to be re-started.  This system was set up by a third party company who no longer provides support.  So, I am trying to determine what the problem is.  The Unix system itself starts and all of the processes that I expect, except Apache.  

Once the system is up and I look at my running processes I see the following:

ps -a

I see no indication that Apache is running.  If I go to usr/local/etc/rc.d and type apache.sh start and press enter, then display my processes, I see the same thing.  I do not receive any kind of error telling me that Apache cannot start.

The httpd.conf file shows ErrorLog /usr/local/web/logs/error_log
So, I looked at that file and this is the end of it:
