First step is to read the docs:
http://httpd.apache.org/docs/2.2/mod/mod_rewrite.html (You
need to be able to understand what you're doing if you're going to configure
a webserver).

Howver, in your case, you might get away with a simple Redirect didrective
(ie, no need for mod_rewrite), see
http://httpd.apache.org/docs/2.2/mod/mod_alias.html#redirect

Bill,

I am going to assume you mean build for Windows because of you
previous questions.

For Apache 2.2.2 you need to build with Microsoft Visual Studio 7.
Keeping this in mind follow the instructionat apache.org
