Does anyone know where the best instructions are
for setting up a build of the most recent 2.2 distro of Apache, mod_perl,
and other modules on a windows environment?
e.g. I found
that the instructions on apache.org refer to cvs -- but the development group is
using subversion. I got the subversion package and used it to download the
most recent file-set -- but it seems like a couple of other things need to be
installed and configured before a useful build will result.

First step is to read
the docs: http://httpd.apache.org/docs/2.2/mod/mod_rewrite.html
(You need to be able to understand what you're doing if you're going to
configure a webserver).
Howver, in your case, you might get away with a
simple Redirect didrective (ie, no need for mod_rewrite), see http://httpd.apache.org/docs/2.2/mod/mod_alias.html#redirect
