pick up any apache +ssl precompiled binary. i prefer this one http://www.apache.org/dyn/closer.cgi/perl/win32-bin/ but for some reason its been moved to the archives at http://archive.apache.org/dist/perl/win32-bin/ it contains apache 2.0.54 + mod perl + ssl. the other binary is at http://hunter.campbus.com/

after that pull down the openssl binary from http://www.slproweb.com/products/Win32OpenSSL.html - u will need this to easily create certificates.

then check out the faq at http://www.akadia.com/services/ssh_test_certificate.html and at http://www.modssl.org/docs/2.8/ssl_faq.html#ToC29
