I use apache 2.0.52. I found a message in the archive and learned that the
easiest solution is to upgrade to 2.2 and use the ShowForbidden IndexOption.

Is this with apache 2? IIRC, the behaviour was changed between apache 1.3
and apache 2:

apache 1.3: protected or forbidden dirs were listed, but could not be
accessed (401 or 403) apache 2: directories not listed if access restricted
by mod_auth or mod_access.

Check back in the archives, there was some debate about making this
behaviour optional/switchable...
