Is this with apache 2? IIRC, the behaviour was changed between apache 1.3 and apache 2:

apache 1.3: protected or forbidden dirs were listed, but could not be accessed (401 or 403)
apache 2: directories not listed if access restricted by mod_auth or mod_access.

Check back in the archives, there was some debate about making this behaviour optional/switchable...
