Not answered because it has nothing directly to do with apache.

The answer is that you need someone to host two reliable DNS servers
for you.  (You can do it yourself if you have at least two static IP
address, but I wouldn't recommend it.)  Your registrar might provide
this service, but you'll have to pay extra.  There are also numerous
free, semi-free, and paid services available.  Virtually everyone who
does web hosting also does dns hosting.  A google search for "dns
service" will get you started.
