[users@httpd] No apxs on Windows Binary

I did a fresh install of Apache 2.0.54 using the Windows .msi binary, but I could not find the apxs tool or even mod_so.so in my build at all. Same with some earlier versions. I'm running Windows XP SP2 and I'm keen on getting the tool so I con configure openwebmail. I'm only using the openwebmail for myself and maybe like three to five other people, so I am ok with using it this way.
