figured out the issue has to do with the cron files used to create the
underlying vhost/dir structure....

apparently cron files need to be setup in order for the whole app to work...

the search continues...

My guess is that
<Location /projects>
    ForceType application/x-httpd-php
</Location>

is throwing an error.  Check your apache logs and send in the last few lines
relevant to accessing /projects/testproject

At the moment we can do nothing but guess what your error is.
