[users@httpd] Apache Perfomance

Hi,

I need to configure Apache for downloading [streaming] movie files and
am wondering is there a way to limit number of users downloading 
movie files the same time? 

Now "top" command says the following :

top - 10:41:56 up 23:45,  1 user,  load average: 0.00, 0.03, 0.05
Tasks:  69 total,   1 running,  68 sleeping,   0 stopped,   0 zombie
Cpu(s):  0.2% us,  0.2% sy,  0.0% ni, 99.2% id,  0.0% wa,  0.0% hi,  0.5% si
Mem:   1033624k total,  1028516k used,     5108k free,     5924k buffers
Swap:  2096472k total,        0k used,  2096472k free,   975316k cached

and I worried of the  Free memory situation  as it's only 5108k free now.

Is there any setting to up Apache perfomance?
