The path to Apache HTTPD_ROOT seems to be baked into the binary at 
compile time.  Run `strings httpd | grep /usr/apache` and you'll see it 
there.

Rebuild with a different prefix.
I always issue stop/start commands with -f and a complete path , as you 
did, to avoid surprises.
