Correct me if I'm wrong, but I thought root isn't allowed to run cgi programs.

Very dangerous stuff you're fooling around with.  I hope you know what
you are doing.

Have you tried running the cgi from the command line under the www
user?  Does it switch to root?  There may be an OS restriction in
place.
