[users@httpd] sticky bit , apache 1.x and apache 2.x

I am running Apache 2.0.52 on Solaris 9.
I like to run a cgi program, but with root permission (the httpd first starts as root, but then run all httpds as www user)
I tried to chmod u+s mycgi (the name of my cgi program)
make it owned by root.
but the cgi did not run as root.
Is Apache 2.x compiled with this option disabled?
Is there way to get around this?
How about Apache 1.x?
