Yes, https://httpd.apache.org/docs/2.4/mod/mod_proxy_wstunnel.html is
much older than 2.4.37.

I doubt the basics require 2.4.48 as that is extremely recent. If your
distribution has mod_proxy_wstunnel, I'd expect it to work.
