which to me suggests potential confusion between "HTTP/1.1 302 Found" for your test_error_404.json, but then gets a "HTML 2.0" 'moved' addition to it. I might start by grepping for (properly escaped) "<h1>Found</h1> <p>The document has moved" to find which piece of code (module, template, whatever) is writing the response (and closing connection #0 ??)

This of course assumes that your test_error_404.json is properly executable to output html

    I think the redirect comes from another part of the configuration.
    Neither R=404 nor ErrorDOcument /... generates an external redirect.
